International terrorist groups are working with Egyptian jihad cells to turn Sinai into a major terror center.

International terrorist groups with roots in Libya, Sudan and Iraq are working to take over the Sinai Peninsula, according to a report from the Meir Amit Intelligence and Terrorism Information Center. Efforts to turn the region into a major launching point for attacks are being encouraged by Al-Qaeda head Ayman al-Zawahiri, it stated.

The report noted a recent attack near the border as evidence of terrorists’ attempts to take advantage of the anarchy and growing anger in Sinai.

Gaza terrorist groups are heavily involved, it noted. “Palestinian terrorist groups active in the Gaza strip are accessible to local Bedouin organizations in Sinai which affiliatethemselves with the global jihad, and have both financial and ideological motives.”

Hamas generally attempts to force international jihad terror groups, including “rebel” groups in Gaza, into following its relatively restrained approach to terrorism, the authors said. Hamas has occasionally declared ceasefires with Israel, apparently fearing a repeat of the Cast Lead counterterror operation of 2008-2009.

However, they continued, Hamas leaders are happy to see other groups carry out attacks with no “address” – that is, with no single known terrorist group behind them.

Such attacks have included rocket attacks, attacks on Israelis near the border, and weapons smuggling from Sinai to Israel.

“Hamas and other organizations are careful to hide this type of activity, and sometimes even to deny it, in order to avoid exposing themselves to an Israeli response,” they noted. In addition, the groups seek to avoid “complicating their relationships with Egypt, particularly in the era after the election of Mohammed Morsi as Egyptian president.”

Terrorists from Hamas-controlled Gaza fired a barrage of four Grad missiles at the town of Netivot on Tuesday evening.

The Iron Dome system intercepted two of the missiles, and the other two exploded in open areas. There were no physical injuries and no reports of property damage.

Despite an Egyptian-brokered “ceasefire” announced by Hamas last week, terrorists from Gaza have continued firing rockets at southern Israel. On Tuesday morning, a Qassam rocket hit a kibbutz chicken barn, causingdamage but no physical injuries.

The rocket exploded in the area of Sderot, located less than a mile from northern Gaza.

On Saturday night, Gaza terrorists fired five Grad missiles at the city of Ashkelon. The missiles were taken out by the Iron Dome defense system.

A sixth projectile, a short-range Qassam rocket, hit the Eshkol region in the western Negev. No injuries were reported in the attack.

Israel has refrained from any massive retaliation this week, other than hitting terror targets from the air.

On Monday, Israel submitted a formal complaint to the United Nations SecurityCouncil – not the first – over the deadly rocket fire aimed at its civilians by Gaza.

The complaint condemned the incessant barrage of short and medium-range missiles launched by Palestinian Authority terrorists from the Hamas-ruled territory over the past week.

Israeli Ambassador to the United Nations, Ron Prosor, wrote in his letter to U.N. Secretary-General Ban Ki-moon that one million civilians are living under the risk of being harmed daily in the rocket attacks.

He warned the international body that inaction by the Security Council could exacerbate the conflict between Israel and the Palestinian Authority, rather than advance peace.

Hamas’ military wing said on Wednesday that it had agreed to an Egyptian-brokered ceasefire with Israel, AFP reported.

“In response to the Egyptian efforts to try and stop the aggression on our people, we at Al-Qassam Brigades and all resistance factions declare our commitment to stop this round of confrontation, as long as (Israel) commits to stopping its crimes,” said a statement from Ezzedine al-Qassam Brigades.

The statement noted that terrorists had fired 96 rockets and nine mortars at Israel during the recent wave of violence.

“Our confrontation with the enemy in this round was at the minimal level of fire and responses, this is a message that the (Israeli) leaders should understand very well,” said the statement quoted by AFP.

The statement comes after terrorists fired at least 41 rockets into Israel on Wednesday alone.

Three short-range Qassam rockets exploded in areas within the Eshkol Regional Council district a few minutes prior to the noon hour. The Color Red rocket alert sirenapparently failed to activate and warn residents of the incoming missiles. One of the rockets started a fire, but no one was injured in the attack.

An early-morning barrage fired at the Eshkol just minutes before Israel’s final day of classes for some 640,000 public high school students had already sent youths racingfor their shelters just before school was about to start.

The three rockets landed in open areas around the Eshkol region at about 8:00 a.m. The attack came minutes after medium-range a Grad missile was fired at the city of Be’er Sheva.

In a joint IDF and Shin Bet activity Wednesday in southern Gaza, IAF aircraft targeted a Global Jihad terror operative involved in the planning and execution of Monday’s terror attack against Israeli construction workers.

One Israeli civilian was killed in that attack, which took place on the Israel-Egypt border.

Earlier, IAF aircraft struck seven terror sites in Gaza overnight Tuesday and early Wednesday morning. Hits were confirmed and all aircraft returned safely to their airbases.

On Wednesday evening, the IDF’s Home Front Commandissued security instructions for residents of communities located near Gaza.

For communities located within 7 kilometers of Gaza, residents are asked to enter a protected space upon hearing an alarm or explosion.

Only fortified schools will be open, and open-air gatherings are forbidden.

Shopping centers will be open as usual.

For communities within a 7-15 kilometer range of Gaza, schools will be open as usual without limitations, and open-air gatherings will be allowed.

IAF aircraft struck a group of terrorists who were placing explosives near the security fence in central Gaza on Monday night, the IDF Spokesperson’s Unit said.

According to the statement, the aircraft scored a direct hit at the terrorists.

It was the IAF’s third strike of the day in Gaza, after a strike earlier Monday evening killed at least two terroristsin the northern Gaza town of Beit Hanoun.

The targeted terrorists were engaged in launching a rocket attack at civilians in southern Israel at the time they were attacked, the IDF Spokesperson’s Office said in a statement.

An earlier attack targeting operatives riding a bicycle through the region eliminated two Islamic Jihad terrorists.

The strikes followed a sniper attack by Gaza terrorists on Monday morning, in which a 36-year-old Haifa contractor and father of four was shot and killed as he worked on the security fence along the border.

“The IDF will not tolerate any attempt to harm Israeli citizens and IDF soldiers and will continue to act against anyone who uses terror against Israel,” said the IDF statement, adding that “the terror group Hamas is directly responsible” for all terror-related incidents originating from Gaza.

Earlier on Monday evening, a Qassam rocket launched at southern Israel from Gazaexploded in the town of Sderot. The rocket landed in an open area of the town, about 15 seconds after the Color Red incoming missile alert system was activated.

No one was physically injured and no property damage was reported. An earlier attack targeted the Ashkelon coastal region.

General Warns: Terror to Move East

As Israel completes work on the Sinai border fence, the defense establishment must look to the eastern border as the next threat, IDF General (res.) Tzvika Fogel warned in an interview with Arutz Sheva.

Fogel, who served as the Head of Southern Command, explained that terrorists now operating in Sinai are likely to circumvent the fence by traveling to Jordan.

Fogel called on the government to respond to the imminent threat from Jordan by building a fence on that border, as well. Years ago he called to build a fence on the Egyptian border, he recalled, “They looked at me like I was crazy, and today everyone is rushing to complete it.

“I recommend building the fence on the Jordan border today, or at the latest, tomorrow,” he added.

Terror in Sinai will remain a threat as well, he said. “Defense of 270 kilometers of terrorist activity is nearly impossible,” he noted, comparing the length of the Egyptian border to the relatively small size of Gaza.

Terrorists have created “a second Lebanon” in Gaza, he said. By taking advantage of the current instability in the area, they have drawn the fight away from Gaza itself, he noted, thus avoiding a situation in which Gaza residents suffer due to their leaders’ attacks on Israel.

Ultimately, Israel will be forced to operate within Sinai, he predicted, just as Israel was ultimately drawn into Lebanon.

If attacks from Sinai grow worse, he warned, Egypt is likely to push for more of its troops to be allowed in the area, in violation of its treaty with Israel. Israel will faceinternational pressure to concede.

Israel could prevent future suffering by hitting Gaza terrorist groups hard today, he declared. However, he said, such action is unlikely, because the public tends to see operations in light of the current situation, without taking future threats into account. If he were Prime Minister he would do it anyway, he said, “I know how to do what is good for the people, not what the people want.”

The Israel Air Force struck Gaza a second time Monday evening, killing at least two terrorists in the northern town of Beit Hanoun.

The targeted terrorists were engaged in launching a rocket attack at civilians in southern Israel at the time they were attacked, the IDF Spokesperson‘s Office said in a statement.

The strike followed by several hours a sniper attack by Gaza terrorists in which a 36-year-old Haifa contractor and father of four was shot and killed as he worked on the security fence along the border.

According to the IDF, the two were involved in a number of shooting attacks near the security fence that runs along with Israel’s southern border with Gaza.

The Bethlehem-based Ma’an news agency, which often acts as a mouthpiece for the Palestinian Authority, reported that two Arab civilians were killed and three others were wounded in the Beit Hanoun air strike.

IAF aircraft struck two weapons storage sites in northern and southern Gaza on Tuesday night, according to a statement by the IDF Spokesperson’s Unit.

The statement noted that direct hits at the targets were identified. All Israeli planes returned safely to their base.

The attack came in response to high trajectory fire into Israeli territory, the statement said. Earlier on Tuesday, Gaza terrorists fired a mortar shell at a community in southern Israel. The shell hit the Eshkol region and caused a fire. No physical injuries were reported.

On Sunday, IAF aircraft struck a weapons-manufacturing site and a terror tunnel in northern Gaza, also scoring direct hits at the targets.

The attack came after terrorists in Hamas-controlled Gaza fired a Qassam rocket at southern Israel late Sunday night. The rocket exploded in an open area in the Eshkol Regional Council. There were no physical injuries or damage.

Last Friday morning, a shootout between IDF troops and a Gaza terrorist took place, killing 21-year-old Golani Brigade soldier Netanel Moshiashvili.

The incident occurred as the terrorist tried to infiltrate the western Negev from Gaza the predawn hours of Friday morning.

In March, terror gangs in Gaza fired over 200 rockets into Israel over a period of four days following the targeted killing of Popular Resistance Committee leader Zuhir Musa Ahmed Qaisi and his deputy, Mahmoud Ahmed Mahmoud Hanani.

The quiet in the south has mostly been maintained since Egypt brokered a ceasefire between the sides. However, a ‘ceasefire’ for the terrorist groups mean that they do not fire barrages of rockets, but periodically send a reminder to Israelis that they have the ability to disrupt their lives.
