NEMA said that most of the damage was caused by strong winds, although up to 700 millimeters of rain fell in some areas with storm waves destroying several fishing boats and a breakwater.
Police said that the most powerful storm in a decade knocked down a church bell tower in Gwangju, 329 kilometers south of Seoul, and crushed an 89-year-old woman to death around noon. More deaths occurred in other regions as an elderly woman lost her balance and fell from her rooftop and two others were crushed to death by a tree and a container that were blown by gusts of strong wind. Five others were killed due to collapsed walls and other storm-related accidents.
In the most fatal accident, two Chinese fishing boats with 33 crew members aboard were crippled in waters off Jeju Island’s southern port of Seogwipo on Tuesday, according to the Coast Guard. It rescued 18 crew members but five died and 10 remain missing.
NEMA said most of the severe damage were centered in South Jeolla Province and Jeju Island, with many apartment buildings reporting damage from strong winds and inundation. It said 11 roads across the country were closed, with 171 coastal passenger ships told to stay in harbor.
President Lee Myung-bak held an emergency video conference earlier in the day with officials from the state weather agency and local governments overseeing regions in the typhoon’s course and instructed local governments to keep their guard high against Bolaven and take every possible step to minimize damage.
Authorities said a train bound for Suncheon, 415 kilometers south of Seoul, was also forced to stop midway and remained stationary for 44 minutes after an 8-meter-wide panel was blown off from a nearby rooftop and got caught under the train.
Bolaven, in addition, flooded more than 2,000 hectares of farmland in such areas as Jeolla and Gyeongsang provinces, with close to 360 greenhouses destroyed. Extensive damage was reported by the country’s fish farmers and fruit growers.
Local administrators from rural areas said the total damage caused by the typhoon is impossible to determine at present, adding that people were banned from going up mountains because of landslide risks.
Seoul, home to about 10 million people, also sustained extensive property damage and witnessed accidents, as the storm passed northward about 120 km west of the port of Incheon Tuesday afternoon, according to the Korea Meteorological Administration (KMA).

The typhoon maintained a central pressure of 970 hectopascals into the night with maximum wind speeds hitting 36 meters per second and the radius of the storm reaching 280 kilometers, the KMA said. Top winds speeds had reached 51.8 meters per second earlier in the day.
The KMA added that the typhoon remained relatively strong despite landing on North Korea’s South Hwanghae Province around 4 p.m. The storm passed near the capital city of Pyongyang around 9 p.m. and all areas of North Korea were still being affected by the typhoon late Tuesday. It is expected to leave the Korean Peninsula early Wednesday when it should become tropical depression.
The (North) Korean Central News Agency reported loss of electricity and damage to buildings and roads, with winds reaching up to 30 meters per second in Pyongyang.
Because of the strength of the typhoon, all elementary and secondary schools in Seoul were closed, while almost all other municipal and provincial governments across the country also enforced temporary school closures.

All domestic flights from Jeju International Airport and Seoul’s Gimpo Airport were canceled for most of the day, and Incheon International Airport, the gateway to Seoul, also suspended flights from Monday afternoon, although airport authorities said some domestic flights services resumed later Tuesday.
Airport officials said that because of strong winds it may take until Wednesday for all domestic and international flights to return to normal.

4 dead and 2.1 million evacuated as Typhoon Haikui slams into China
August 10, 2012 – CHINA – Typhoon Haikui left 4 people dead and forced more than 2.14 million people to be relocated by 4 p.m. Thursday in east China’s Shanghai municipality and Jiangsu, Zhejiang and Anhui provinces, according to statistics from the Ministry of Civil Affairs. In Shanghai, the typhoon has left 2 dead and affected 361,000 people, the ministry said, adding that 50 houses were destroyed and 700 others damaged. In Jiangsu province, Haikui left one person dead and affected 662,000 people, and it destroyed 600 houses and damaged 2,400 others. The typhoon also affected more than 7 million people in Zhejiang province, with 1.55 million people relocated, and it left one person dead and forced 163,000 others to be evacuated in Anhui province, the ministry said. Officials and experts have been sent to rainstorm-battered Anhui province in east China to aid in local relief efforts, the Ministry of Civil Affairs said Thursday. Haikui is the third typhoon to wallop China’s eastern coast in a week, after storms Saola and Damrey hit the region over the weekend. –CRI English

-Eight people, including five children, were killed when a landslide buried three houses in a village in the Manila suburb of Quezon City.
-Floods and landslides were caused by heavy rains in the Philippine capital Manila and several provinces.

-Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) has upgraded rainfall warning from green to red in Metro Manila.
-Water level high at the La Mesa reservoir in Quezon City. Hundreds of residents near the Marikina River were evacuated. Evacuated people are living in Concepcion Integrated School , Bulelak Gym , H. Bautista Elementary School, Malanday Elementary School, Concepcion Elementary School, Sta. Elena Chapel (Lambak), Nangka Elementary School , Filipinas Village Gym and Sampaguita Gym.

August 7, 2012 – PHILIPPINES – Shanghai and the nearby coastal province Zhejiang have evacuated 456,000 people as China prepares for its third typhoon in less than a week. The emergency measures were taken after Typhoon Haikui turned Manila, the Philippines capital into “Waterworld,” killing 50 people. The typhoon is expected to make landfall in Zhejiang province, just south of Shanghai, late Tuesday or early Wednesday, the China Meteorological Administration said. Shanghai officials fear the storm could be the worst since 2005, when Typhoon Matsa killed seven people in the city, state media said. The city aimed to move 200,000 people to more than a hundred shelters by Tuesday evening; government officials were quoted as saying. The Shanghai government ordered outdoor construction sites shut down and cancelled summer classes for children until the typhoon had eased. Authorities in Zhejiang were also rushing to get people out the path of the storm, with 256,000 residents of the province evacuated so far, state media said. More than 30,000 ships had rushed to shelter in ports. The typhoon was packing winds of up to 151 kilometres per hour and could bring up to 400 millimetres (16 inches) of rain to some areas, it said. The eastern provinces of Jiangsu and Anhui would also be affected. China is still recovering from Typhoons Damrey and Saola, which hit over the weekend. Those storms brought heavy rains that killed 23 and left nine missing. Xinhua said the heavy rains that came with the typhoons triggered mudslides and flooding, affecting hundreds of thousands of people. Typhoon Haikui’s torrential rains submerged much of the Philippine capital and surrounding areas on Tuesday, forcing nearly 270,000 people to flee their homes with more flooding expected in the north of the country as a tropical storm passes through the region, officials said. Steady rains for the past 10 days, killing more than 50 people, are set to continue until Wednesday, the Philippines weather bureau said. “It’s like Waterworld,” said Benito Ramos, head of the Philippines national disaster agency, referring to a Hollywood movie about a flooded world. Schools , financial markets, and public and private offices were ordered shut, including outsourcing firms whose corporate clients are mainly from the United States and Europe. Disaster officials said over half of Manila was swamped by floods as high as three metres, worsened by a high tide and the release of water from dams in surrounding provinces. President Benigno Aquino, in an emergency meeting briefly interrupted by a power failure at the main army base in Manila, ordered officials to exert maximum effort to aid residents in flooded areas.
